Is it garage rock or is it psychedelic rock? Well it's both...
The Blues Magoos were a Bronx based group that formed in 1964. Ironically enough they were the third hand to mention the word psychedelic on an album title; behind the 13th Floor Elevators and The Deep's, Psychedelic Moods, both released in 1966.
Electric Comic Book was the band's second album. It contained heavy elements of garage rock as well as psychedelic rock. Both elements were done very well with this album. Sadly the album didn't see the success of their first album as they didn't have a charted single like Tobacco Road.
Overall it's a solid contribution to the Psychedelic rock genre of the late 60s but doesn't go nearly as psychedelic as groups like Ultimate Spinach, The Grateful Dead, or others. If you want a far out sound from this album be sure to check out, Rush Hour. The guitar work and sounds are quite insane but in a good way.

They did have a big hit single, "We Ain't Got Nothin' Yet", in the late 1960s (As a psych rock fan, I'm intrigued by the 13th Floor Elevators, The Deep and Ultimate Spinach- at least their names...).
